If you have Perl installed, you can make Microsoft Sam speak using the command line. Just type "speak" at a command prompt, or use this. Make sure your sound is on. You can also play with Microsoft narrator ("narrator" at the run prompt).

You can also try different voices, although I've never bothered to try them.

If you're having trouble getting it to work, check your speech settings in Control Panel>Speech. If you can't get it to work or run into an error, like I did, check this out.
